It's a nice idea, and it is one that was discussed when I was a phpBB developer -- now well over a decade ago.
The obstacle back then was having enough manpower to make it happen. We agreed back then to use some Symfony components were possible, and move slowly towards a more modern architecture.
I'm not sure whether that old goal is still active, but I do know that manpower limitations are still around.
